周美芬:将推出全国单亲妈妈行动计划

OPENING REMARKS by YB DATIN PADUKA CHEW MEI FUN FOR "HEART-TO-HEART-MAKE A DIFFERENCE MOTHER’S DAY CHARITY LUNCHEON" IN AID OF AMRITESWARI FOUNDATION OF MALAYSIA AND MALAYSIAN SPRING SINGLE MOTHERS’ SOCIETY

It gives me great pleasure to be here with all of you who have made the initiatives to be part of this gathering.

And I am indeed very happy to see such a remarkable gathering of courageous people - mothers, single mothers and women NGOs convening here today in this special occasion “Heart to Heart – Make a Difference”.

Ladies and gentlemen, In addressing the issues and assisting single mothers, the Ministry focuses on the three areas as follows:
i. Economic empowerment activities;
ii. Capacity building programmes; and
iii. Enhancing the quality of life.

Under the economic empowerment activities, the Ministry through the Department of Women’s Development (JPW) conduct various programmes for women and single mothers.

This include a special project for single mothers - “Inkubator Kemahiran Ibu Tunggal” or I-KIT (Intensive Skills Training for Single Mothers)

Besides I-KIT programme, JPW also conducts various programmes for women such as:

1. “Jejari Bestari” – outreach skills training programme for women at every Parliamentary constituencies;

2. “Home Managers” – professional training programme for women to be professional housekeeper or “Home Managers”; and

3. “Inspirasi Kreatif” – skills training programme in handicrafts at state levels.

These programmes are being carried out with the aim to equip women with the knowledge and skills that can be utilized for them to start their own income generating activities.

Interested party can contact our 13 state offices for further details and registration.

Besides programmes, JPW also provide counselling service for single mothers to give them emotional support and to help them to motivate themselves.

Ladies and gentlemen:
In the policy side, Ministry of Women, Family and Community Development in collaboration with the United Nations Development Programme (UNDP) and the Economic Planning Unit (EPU) is in the process of preparing a “National Action Plan to Empower Single Mothers”.

Basically, the project aims to strengthen national policies and programmes targeted at single mothers particularly those categorized as poor or hardcore poor. The project has just embarked on its activities and still in a very early stage. It is expected to be completed in 2010.

There are three major outcome that we expect from this project:

1. Profile of single mothers in Malaysia that includes the trends and underlying causes of single motherhood and their socio-economic profile;

2. Evaluation on the effectiveness of existing policies and programmes for single mothers and suggestions for new initiatives; and

3. To have a National Action Plan to empower single mothers in Malaysia.

With a comprehensive action plan specially dedicated to single mothers I hope that it could assist the Government to have a more targeted and effective approach to assist single mothers especially those who are facing with financial difficulties.

The Ministry is open for any opinion, comments, suggestions, and recommendations possible for the betterment for this project. I am sure that your contributions will provide us a greater avenue to conduct this project more efficiently and effectively.

Ladies and gentlemen:
I wish to take the opportunity here to congratulate the organiser, the Pearl International Hotel for their effort, concern and care for single mothers. My heartfelt thanks and gratitude also goes to all who are presence here for you generosity to support this meaningful programme.

The initiative to carry out this charity programme “Heart-to-Heart- Make a Difference” and your generosity to this programme will definitely make a difference not only in our hearts, but definitely to the single mothers’ lives as well.

I hope that many more corporate sectors will follow this footstep in bringing joy for single mothers.

Your assistance and cooperation in making this project a success is highly appreciated.

周美芬:將推出全國單親媽媽行動計劃

(吉隆坡)婦女、家庭及社會發展部副部長拿汀巴杜卡周美芬透露,婦女社會部將與聯合國發展計劃和首相署經濟策劃組合作,推出全國單親媽媽行動計劃,以協助單親媽媽。

“單親媽媽除了面對經濟問題,也承受情緒、權利和孩子教育等問題,這些問題不能只從財務和提供技術訓練方面解決。”

周美芬今日(週日,5月31日)出席“為愛而活,因為有您”單親媽媽慈善活動時指出,近來發生的一些事件,包括單親媽媽虐待孩子的問題,顯示單親媽媽所面對的心理壓力。

她希望,全國單親媽媽行動計劃能收集單親媽媽的資料和趨勢,以找出問題的症結,同時檢討現有政策的有效性及提出新建議。

KUALA LUMPUR: Kementerian Pembangunan Wanita, Keluarga dan Masyarakat menyediakan Perancangan Tindakan Nasional Bagi Memperkasakan Ibu Tunggal yang dijangka dapat disempurnakan menjelang tahun depan bagi mempertingkatkan polisi dan program yang disasarkan kepada mereka.

Timbalan Menterinya, Datin Paduka Chew Mei Fun, berkata program kolaborasi dengan Unit Perancang Ekonomi (EPU) dan Program Pembangunan Bangsa Bersatu (UNDP) itu masih pada fasa awal pelaksanaan dan melaluinya, kementerian berharap dapat mencapai tiga objektif utama membantu mempertingkatkan taraf ibu tunggal di negara ini.

“Kementerian mengenal pasti profil sosioekonomi ibu tunggal selain mengumpul data mereka kategori miskin dan miskin tegar.
