（八打灵再也12日讯）妇女家庭发及社会展部副部长拿汀巴杜卡周美芬指出，其部门所发出的非政府组织特别活动拨款将大幅度减少，有意主办活动的华商妇女团体受促 尽早提呈申请。
周美芬星期二受询时向 《南洋商报》指出， 部门鉴于今年整体行政开销减少， 其部门历年协助民间组织推广妇女活动课程，也会因这次的活动拨款大减，此后获批准的活动项目也会随之减少。
她说，配合推广妇女得以参与活动，自我提升及争取妇女和儿童应有权利，全国妇女组织、非政府组织或慈善团体都会向部门申请活动拨款。
至于活动拨款将大幅度减少的消息， 她指出，部门提供贫穷人士申请福利金拨款， 不但没减少，反而增加，以协助有需要的人士。
她提到，组织向部门申请活动拨款表现积极，每年平均申请总额介于100万令吉至200万令吉， 不过在此后部门将检讨活动拨款批准数额， 鉴定程序将比以往更严谨。
“活动拨款申请者只要没有被列入黑明单，过去举办活动纪录良好，而且有提呈活动报告者，接下来的申请活动拨款都会获得考虑。”

周美芬：申請非政府组织特别活动拨款要快

（八打靈再也10日訊）婦女、家庭及社會發展部副部長拿汀巴杜卡周美芬指出，基于给予非政府组织特别活动撥款已減少(Bantuan Khas NGO)，欲申請此活动拨款的華團組職受促盡早提呈申請。
此外，她也說，政府希望能在2012年前落實零度赤貧，減少貧窮率。 她說，據該部“eKasih”紀錄，國內已登記的貧窮家庭共4萬4643戶，赤貧家庭則有4939戶。
周美芬今早與雪隆區200個華團婦女組職代表進行交流時，這么指出。
她說，現代社會有越來越多單親家庭，由女性充當一家之主，撐起一個家。她指出，政府會持續為單親媽媽或貧窮人士提供更多培訓，讓他們有一技之長，能自力更生，培訓計劃包括生產領域及服務領域等。
“我們不希望只在金錢上援助他們，卻不讓他們學會自力更生，這樣會變成政府的負擔。”
周美芬說，該部已設下三大目標，即確保大馬社會沒有性別歧視、給予女性公平選擇權力，以及達致兩性平等。
單親媽媽可撐家
“有單親媽媽詢問我，為何社會總是要把她們當成弱勢群體，事實上，她們都有能力撐起家庭。”
她解釋說，該部並沒有為單親媽媽提供比其他人更多的援助，只要是窮人就會伸出援手。
“不能否認，女性給人較脆弱的感覺，單親媽媽的壓力更大，各方才會比較關心她們。”
她說，很多人經常為單親媽媽辦課程，參與者往往都不是單親媽媽。
“要辦單親媽媽課程並不簡單，她們上課時要如何照顧孩子呢？除非主辦單位能為單親孩子準備托兒服務。”
她指出，由于特别活动拨款減少了，要申請撥款進行活動的婦女組職也要盡早提出申請。
企業政界占少數我國女豪傑下降
周美芬指出，我國女性在企業及政界扮演決策性角色仍占少數，扮演國家要角的女性已從11%下降至10.4%，州的女性領袖則只占8%。
她說，該部門近期已為邁向30%婦女決策權草擬綱要，藉此提醒華團婦女組織也要爭取領導權利，並非局限在婦女事項範圍內。
“婦女組領袖要競選母體的其他高職，就會被男人說女人應回到婦女組，其實，婦女組成立的目的就是要擴張婦女力量，帶女人進入主流。”
她強調，即使由女人領導，組織還是可達至勝利。
“我們希望能在2012年培育出4000名女性企業家，並把批准福利金的速度加快，從兩個月縮短至7天。”
廖蔡派陷口水戰周美芬只關心重選
馬華婦女組主席拿汀巴杜卡周美芬指出，廖蔡派爭議已陷入口水戰，而目前最重要是獲得黨基層的支持。
“我只有興趣討論重選課題，不是顧左右而言他或是連消帶打。”
她週日與200個雪隆華團婦女組職代表交流后，對記者這么說。
詢及此事會否令雙方關係鬧僵並失去蔡派的支持時，她說，這必須交由大家自行解讀，黨基層的支持在現階段是最重要的。
她指出，本身不想再回應蔡細歷，並覺得兩派間的爭議已陷入口水戰。
“我認為落實黨的大原則更重要。”
詢及有無計劃接觸基層，她說，接觸基層是黨領袖必須做的事。

周美芬：鼓励女性就业 公司应设托儿所

（居銮3日讯）妇女、家庭及社会发展部副部长拿汀巴杜卡周美芬表示，全国目前共有36间社区托儿所，她也吁请私人公司及政府机构设立托儿所，以鼓励女性踏入职场工作。
她说，社区托儿所主要是由非政府组织所设立，目前在全国共有490名学生，每间托儿所每年可获5万5000令吉拨款。
周美芬也是马华妇女组主席，她今午12时在居銮与华团妇女组代表交流时，发表上述谈话。
她说，该部也鼓励政府机构及私人公司设立托儿所，其中，政府托儿所的每年拨款已从5万增至8万令吉，私人公司则会获得税务回扣。
“若居住在城市的家庭每月收入少于3000令吉，托儿所里的每位儿童每月则会获得政府180令吉津贴。”
周美芬续指，社区托儿所自2006年施行以来取得不错回响，遗憾是私人公司的参与度并不踊跃。

（瓜拉登嘉楼2日讯）妇女、家庭及社会发展部计划今年向内阁提呈“妇女占30%决策权纲领”，若通过后就会全面推行。
该部副部长拿汀巴杜卡周美芬说，她与马华妇女组正草拟有关纲领细节，过后必由该部部长接纳后，就可提呈上内阁寻求通过，并全面推行，使在各政府部门工作的高级官员占有30%。
周美芬也是马华妇女组主席。她今日在位于瓜拉登嘉楼的登州马华会所出席与登华团各妇女组领袖与代表交流会后，如此表示。
出席这交流会者包括马华登州联委会署理主席翁敦鸿、秘书陈伟光、瓜拉尼鲁区会主席吴锦鸿、州妇女组主席施明玉、署理主席林燕真、各区会妇女组及社团妇女组织代表。
政府体制率先实施
她说，现今参与政治和获人民委托的女性人民代议士比率已日益增加，当中女性国会议员已从1990年的3.4%增加到2008年的10.4%，而州议员则由2.4%增加到8%。而女性高级公务员也由2004年的18.8%，于2008年10月增至22.8%，女性中层行政人员也提高到41.8%。
她指出，一旦这计划获得内阁通过，包括当中的提高妇女决策权纲领，过后，政府体制将率先开始实施这纲领。“这会先在政府各部门与机构推动，再逐步落实在各领域。
“尽管目前我国妇女决策权一事，在实质方面未有明显的提升，但我们与各妇女团体已投入争取妇女权益努力的工作，并获不错的进展。”
她较早致词时指出，现今妇女除了在家庭扮演重要角色，也逐迈向关注一些严肃的国家发展、政策及全球化课题。

Wanita MCA slams Hadi over SIS ban

PETALING JAYA: Wanita MCA chief Datin Paduka Chew Mei Fun has criticised PAS president Datuk Seri Hadi Awang for insisting that Sisters in Islam is not qualified to discuss Syariah laws.
“Hadi’s obstinacy reflects his prima donna disposition that only he is qualified to discuss such issues. Such sheer arrogance from Hadi shows that he is an extreme and conservative-minded person,” she said in a press statement here yesterday.
She said Hadi was adamant that the non-governmental group was not qualified even when Shah Alam PAS chief Khalid Samad had admitted that his division had made a mistake in wording the motion to ban SIS and that it would send a letter to PAS headquarters to clarify the matter.
“Hadi even questioned the professionalism and validity of SIS,” she said, adding that this showed that Hadi was autocratic in his actions and mindset.
She urged Malaysians to look clearly into PAS’ real motives in calling for the ban as its actions clearly showed that it continued to discriminate against women.
“PAS has clearly drifted away from its election manifesto of PAS for All,” she said.
Chew said that denying SIS the right to put forward their views not only violated human rights but also contradicted the PAS slogan to uphold democracy and respect people’s views.
“In a democratic society, everyone has a right to express his views freely, For example, before legislating any law, we have to gather professional views from all parties and debate them in Parliament. Only then are we able to come out with effective laws that will suit the needs of society.
“Even after Parliament has approved amendments or enactments of new Acts, different judges have different interpretations,” she said.

Wanita MCA National Chairman Datin Paduka Chew Mei Fun today criticized the stubbornness of PAS President Dato’ Seri Hadi Awang in insisting that Sisters in Islam (SIS) is not qualified to discuss Syariah laws. “Hadi Awang’s obstinacy reflects his prima donna disposition that only he is qualified to discuss on such issues. Such sheer arrogance from Hadi shows that he is an extreme and conservative-minded person.”
“At its recently concluded muktamar, PAS endorsed a resolution to ban SIS which has received much flak and criticism from the public. Later, Shah Alam division PAS chief Khalid Samad who is also the MP for that constituency, who raised the resolution earlier admitted that his division had made a mistake in its wording in the said motion and they will send a letter to PAS HQ to clarify the matter,” Mei Fun said.
“Even though the Shah Alam PAS chief has admitted his mistake over this issue, but PAS President Hadi Awang is still adamant that SIS is not qualified to talk on Syariah laws. Hadi Awang even questioned the professionalism and validity of SIS. In short, this shows that Hadi Awang is very autocratic in his actions and mindset,” she added.
Mei Fun stressed that “in a democratic society, everyone has a right to express their views freely. For example, she added before legislating any laws, we have to gather the professional views from all parties and then debate them in Parliament. Only through this, are we able to come out with effective laws that will suit the needs of society. Even after Parliament has approved amendments or enactment of new Acts, different judges have different interpretations, of whom some judges will deliver rulings based on individual cases.”
The MCA women’s wing chief also expressed that denying the right of SIS to put forward their views not only violated human rights but also has contradicted with PAS’ slogan to uphold democracy and respect of all people’s views. “PAS has clearly drifted away from their election manifesto of ‘PAS for All’. 周美芬抨击回教党主席冥顽不灵指责回教姐妹组织没资格谈回教法的做法

(吉隆坡16日讯) 马华妇女组主席拿汀巴杜卡周美芬抨击回教党主席哈迪阿旺冥顽不灵指责回教姐妹组织没资格谈回教法的做法，显示他已视自己为谈论回教法的权威与唯一人选，如此狂妄自大的气焰显示其宗教极端保守的思维！
回教党于较早前落幕的代表大会中，通过其中以一项提案，即查禁回教组织姐妹而引起外界强烈的抨击。在纷扰风波中，提出此项提案的回教党沙亚南区部主席承认，“回教党查禁回教姐妹组织”是字眼上所出现的错误，他们更表示会在近日内致函回教党总部作出解释。
“现在提出该项提案的区部已经承认错误，反观回教党主席仍然冥顽不灵地认为回教姐妹组织完全没有资格谈论回教法，甚至质疑该组织的专业与合法性。这根本就是‘只准州官放火，不许百姓点灯’的做法！” 周美芬抨击说道。
“在民主自由的社会，任何人都有权表达自己的看法，甚至所有法律的制定在定案前也必须经过意见收集、议会辩论的过程，这样才能出现最合乎社会制度的律法。在一些时候，制定后的法律也不能完全确保所有法官就同一法律条文拥有一致的诠释，反之是依据个别案件做出定夺。”
周美芬认为否决回教姐妹组织团员表达各自的意见与看法的做法，不但违反了人权利益，更与回教党一直标榜‘尊重人民’、‘尊重民主’的口号背道而驰，违反了‘全民回教党’的斗争路线。回教党如此做法更凸现其从不改变的歧视女性沙文主义思维。因此，周氏更吁请全国女性同胞张大双眼，看清回教党的真面目。
