KUALA LUMPUR: Wanita MCA membidas pendirian Pemuda Pas yang mahu kerajaan mengekalkan kuota 30 peratus ekuiti Bumiputera kerana menganggap ia tidak membantu memajukan negara dan hanya berkepentingan jangka pendek.
Ketuanya, Datin Paduka Chew Mei Fun, berkata sebaliknya Pemuda Pas wajar mengkaji langkah kerajaan mengubah kuota terbabit dalam usaha membantu meningkatkan ekonomi negara untuk jangka masa panjang. “Kami percaya pemindahan kuota dalam mana-mana sektor komersial harus diterima sebagai salah satu cara untuk menggerakkan persaingan dalam bidang ekonomi serta meningkatkan tahap profesional dan produktiviti,” katanya dalam kenyataan di sini, semalam.
Dalam perkembangan lain, Chew berharap langkah liberalisasi 27 subsektor perkhidmatan yang diumumkan Perdana Menteri, Datuk Seri Najib Razak baru-baru ini akan diteruskan dan isu keperluan kuota tidak akan ditimbulkan semula pada masa depan. “Langkah liberalisasi ini juga dapat meningkatkan pelaburan asing yang boleh membantu meningkatkan taraf ekonomi yang sedang dilanda krisis memandangkan ia seiring dengan integrasi serantau Asean dan situasi globalisasi kini. “Liberalisasi ini juga akan mewujudkan peluang pekerjaan, peningkatan prospek kewangan dan seterusnya memastikan taraf ekonomi terjamin,” katanya.
Baru-baru ini akhbar melaporkan, Pemuda Pas yang mengadakan muktamarnya meluluskan resolusi supaya menggesa kerajaan mengekalkan dasar ekuiti 30 peratus untuk Bumiputera. Resolusi itu antara lima resolusi yang diluluskan Pemuda Pas dalam Muktamar Pas yang berakhir Ahad lalu.

KUALA LUMPUR: Wanita MCA has criticised PAS Youth for condemning the Government’s decision to remove the 30% bumiputra equity from 27 service sub-sectors.
The wing’s chief Datin Paduka Chew Mei Fun said the move was in compliance with requirements of the Asean Economic Community and the World Trade Organisation of which Malaysia was a member.
“Any race-based policies and restrictions can impede free trade, thus discouraging local and foreign investments,” she said in a statement yesterday.
Chew was responding to PAS Youth delegate Ahmad Sabki Yusof who, during the party’s 55th Muktamar, said that the Government should not remove the 30% bumiputra quota for the sub-sectors.
Chew said PAS Youth should accept liberalisation as a means of boosting economic competitiveness.
Gerakan vice-president Datuk Mah Siew Kong also rapped PAS Youth for calling on the Government to reverse its decision on the liberalisation of the 27 service sub-sectors.
He said the move taken by the Government was to ensure that the country remained competitive and to attract foreign investments to spur economic recovery.
“I am shocked and repulsed by the hypocrisy of PAS and Pakatan Rakyat. On one hand we have Lim Kit Siang (DAP adviser) lauding the decision and the other hand PAS is calling it a step backward. I am asking what is happening in PR,” he said in a statement.
Mah, who is also Gerakan Central Economic Bureau chairman, said this showed that Datuk Seri Anwar Ibrahim’s Ketuanan Rakyat agenda stops at the door of PAS.
He described it as a great deception perpetrated against the people and urged everyone to collectively repudiate divide-and-rule politics.

Wanita MCA blasts PAS Youth for failing to recognize global trend of trade liberalisation

Press statement by Wanita MCA Chairman Datin Paduka Chew Mei Fun slamming PAS Youth who condemned Prime Minister Dato’ Sri Najib for liberalizing 27 service subsectors and for their stand against abolishing the 30% Bumiputera quota
When Prime Minister YAB Dato’ Sri Najib bin Tun Abdul Razak announced the liberalization of 27 subsectors on 22 April 2009, his announcement was welcomed by Malaysians. The Prime Minister’s announcement reinforced his announcement on 24 October 2008 that the Government was moving towards the liberalization of the NEP. MCA has always stressed that creating opportunities should be based on a need-and-income basis rather than race centric.
This is in line with the 3 Thrusts for MCA’s transformation as well as the 1-Malaysia concept mooted by the Prime Minister. Unfortunately, PAS Youth disagrees and is adamant that assistance be given on race-basis rather than need.
PAS Youth must recognize that the liberalization of the 27 sectors is in compliance with the country’s membership in the ASEAN Economic Community and the World Trade Organisation. The relaxation of regulations is also in line with ASEAN’s trade liberalization which will be implemented soon. In view of the trend of globalization, protectionist policies and quota restrictions impede free trade which is already practised in fully developed nations.
MCA has been consistent in our position that quota restrictions should be gradually loosened. The removal of quotas in any commercial sector should be accepted as a means of propelling economic competitiveness, thus enhancing professionalism and upgrade of the industries alongside with increased productivity.
MCA also hopes that liberalising the 27 sectors will be permanently maintained and that quota requirements will not be re-invoked in future. Similarly, there should not be micro-restructuring in any other sector to substitute the lifting of quotas here.
A level playing field spurs further local and foreign direct investment into Malaysia which will boost our local economy which currently is experiencing a downslide due to the effects of the worldwide economic crunch.
Through liberalization of the 27 sectors, employment opportunities are created, financial prospects boosted, thus ensuring economic viability. Our anxiety about local and foreign investors moving their investments to other countries will be considerably decreased. We have to bear in mind that the free enterprise approach spearheads equal opportunities and competitiveness by enabling participation from everyone. Hence, it would be in national interest to fully liberalise every other sector which still contain restrictions.

One-stop centre to help those keen on starting own business

KUALA LUMPUR: A one-stop centre to help Malaysians and especially women venture into business will be opened by June.
The Women Entrepreneur Development Centre – the brainchild of Wanita MCA chief Datin Paduka Chew Mei Fun – will operate from the party headquarters at Wisma MCA here.
Services would range from providing information on the types of businesses, their potential or viability to a step-to-step guide on setting up a business.
“It is something like the A-to-Z on doing business. For those who prefer to be salaried workers, we will provide the training and help them find placements,” Chew said.
The Deputy Women, Family and Community Development Minister said the centre, which was planned a year ago, would also be open to men and not just to women.
She said she got the idea for the centre after observing the needs of modern society and also learning from the movement’s past experiences.
“Wanita MCA has all along conducted skills-training via its Multi-Purpose Training Centre in Kuala Lumpur,” said Chew, who is the wing’s fourth national chairman after winning the post uncontested last October.
She said emphasis would be on businesses that offered flexible working hours like IT-based businesses and those using the “soho” (small office home office) concept.

Wanita MCA Lauds Mini Budget, but wants Women’s Needs addressed
Press Statement by Wanita MCA in response to the RM 60 billion stimulus package
Wanita MCA welcomes the recently announced second stimulus package of RM60 billion ringgit. It is a timely budget as it reflects the government’s recognition on the severity of the impact of the economic crisis on Malaysians, in particular addressing rising unemployment and retrenchment.
While it is commendable that there is a targeted-based budget of RM830 million allocated to the less fortunate which includes the elderly, disabled and single mothers, however, it merely constitutes 1.38% of the RM60 billion stimulus package.
The specific needs of women (with the exception of single mothers) during the economic crisis appear to be overlooked. We feel that it is important that each thrusts of the stimulus package takes into account different roles, needs and interests of women and men reflecting Malaysia’s national and international commitment to promoting gender equality and equity.
From past records of economic crisis, women are highly vulnerable to retrenchment given their predominant participation in the ‘feminised’ industries such as administrative and electronics sectors. Also, there was a recorded sharp increase in reported domestic violence (DV) cases during the economic downturn. Even though women are vulnerable in terms of DV and retrenchment in the midst of economic crisis; however women are always resilient contributors in times of financial crisis. Often, women engage themselves in small businesses such as cooking, sewing, handicrafts etc which reflect women’s determination and persistence in steering the family out of the pit. Thus, it is evident that women are the pillar of strength in the family in protecting the family and in overcoming hardships.
We would like to see further policies being implemented under the stimulus package in particular the following:
1. Training and New Employment Opportunities for Women
In view that the stimulus package which provides training programmes on ‘hard skills’ such as electrical and electronics, welding, robotics and construction which cater predominantly to men, we propose the provision of training/ vocational training (which includes re-skilling and re-training) which are ‘soft skills’-oriented for women. In addition, we recommend an additional process of ensuring/ seeing through women in getting job placements after training (re-skilling or re-training).
2. Special grant/ fund for women interested in small scale business
In view of the high commercial interest rate for micro-credit financing between 18-24%, we propose that the current Skim Jaminan Usahawan Kecil which provides funds for SME as working or start-up capital to extend its funds specific (a special grant) to women who are interested in small scale business/ hawker industry.
3. Improve safety net for domestic violence (DV) victim-survivors
In view of the alarming trend of economic crisis and rising domestic violence, we propose that the Government improve safety net for domestic violence victim survivors through the following:
(i) Increase grant of registered shelter homes (both government and private) for DV victim-survivors
(ii)Increase budget allocation for awareness-raising campaigns/ programmes that “DV is a crime” and to encourage reporting with the aim of reducing incidences of DV.
4. Child Care subsidy for all who fulfil eligibility
To extend child care subsidy to all who fulfil the current eligibility of household income below RM2,000.00 (urban) and RM1,200.00 (rural) and not only limited to civil servants.
We need to also attend to needs of women who work in the private sector who may similarly benefit from a child care subsidy to lighten their burden in addition to increasing disposable income of the household.
5. Cash Incentive of RM2, 000.00 per year for senior citizens
While the government savings bond does not preclude senior citizens, however 1) senior citizens may not be able to compete with those who are young, 2) returns from the savings bond ranges from RM12.50 (RM1, 000.00 savings) to maximum of RM625.00 (RM50, 000.00 savings) every three months and 3) it may only serve to benefit a small number of people who are able to seize the opportunity but not those who are vulnerable. In addition, in view of the markedly low interest rates and high inflation, senior citizens who primarily rely upon return from their savings would be greatly affected. We thus recommend a cash incentive of RM2,000.00 per year to senior citizens of age 60 years and above.
It is our fervent hope that the government would take into account specific needs and interests of women and senior citizen in the implementation of this stimulus package and in the planning and implementation of future national budgets.

马华妇女组呼吁政府在执行经济配套时必须照顾女性的需求和利益

马华妇女组对政府宣布拨出600亿的迷你预算案刺激经济配套表示欢迎。
这项合乎时宜的重要宣布，显示政府正视全球金融危机对马来西亚的重大冲击，不惜动用史无前例的庞大资金来对抗节节上升的失业率和裁员浪潮。
遗憾的是，预算案中只拨出了相等于600亿令吉的1.38%的8亿3千万令吉作为扶助弱势群体，包括老年人、残障人士和单亲妈妈等的用途。
这项刺激经济的配套，忽略了妇女（除了单亲妈妈）的需求。马华妇女组认为，有关的经济配套必须同时照顾到女性的不同需求和利益，以反映马来西亚对促进性别平等的努力。
过去的经济危机显示，妇女往往是裁员浪潮下的最大受害群体，尤其是在以妇女为主要劳动力的领域如行政工作和电子业更为明显。另一方面，数据也显示家庭暴力案件会随着经济不景气而剧增。无论如何，妇女却往往在在经济不景气时扮演协助家庭度过经济难关的重要角色，她们以烹饪、缝纫、制作手工艺品等技术赚取家庭生活费，因此，妇女可说是家庭的重要经济支柱，在家庭面对生活压力时扮演关键角色。
马华妇女组呼吁政府在执行上述经济配套时，应考虑以下六项措施：
1． 为妇女提供培训及新工作机会
经济配套中多提供的技术训练以男性的“硬技术”如电子行业、烧焊、机械和建筑业等为主，因此马华妇女组建议政府增加适合女性参与的软技述（Soft-skills）培训课程并建立一套有效机制，以确保培训后的妇女可以找到工作。
2. 为有兴趣从事小型生意的妇女提供特别奖掖
由于金融机构的微型贷款的利率高达18-24%，马华妇女组建议，目前为中小型企业者提供资金的小型企业家辅助金（Skim Jaminan Usahawan Kecil），为有兴趣从事小型生意或熟食生意的妇女提供更多的特别奖掖。
3. 为家庭暴力受害者提供安全保护网
由于经济不景气，预料家庭暴力案件也会随着增加，马华妇女组建议政府加强为家庭暴力受害者而设的安全保障：
(i) 增建为家庭暴力受害者而设的庇护所 ；
(ii)增加防范家庭暴力醒觉运动的拨款，以减少家庭暴力的发生。

将已提供给家庭月收入在RM2000以下（城市区）和RM1200以下（乡区）公务员家庭的托儿津贴扩大到提供给符合上述资格，并在私人界上班的所有家庭的女性职员，以减轻她们的生活负担，并增加她们的家庭净收入。
5. 每年为60岁以上公民提供2000令吉的现金辅助
政府虽然推出了储蓄债券，但由于（1）年老公民无法与年轻人竞争；（2）从储蓄债券每三个月所获得的回酬只是区区的RM12.50（储蓄RM1000）到RM625（储蓄RM50,000）之间，根本是杯水车薪；（3）只能惠及一小部分人，限制了其他弱势群体的机会。另一方面，在利率低下和高通膨的情况下，那些依赖储蓄来获得利息回酬的年老公民将受到很大的影响。因此，马华妇女组建议政府每年为60岁或以上的年老公民提供2000令吉的现金津贴。
马华妇女组热切冀望政府将慎重考虑上述惠及妇女和年老公民的建议，并在执行刺激经济配套和指定国家预算案的过程中，将之纳入考量之内，以利惠全民。

政府虽然推出了储蓄债券，但由于（1）年老公民无法与年轻人竞争；（2）从储蓄债券每三个月所获得的回酬只是区区的RM12.50（储蓄RM1000）到RM625（储蓄RM50,000）之间，根本是杯水车薪；（3）只能惠及一小部分人，限制了其他弱势群体的机会。另一方面，在利率低下和高通膨的情况下，那些依赖储蓄来获得利息回酬的年老公民将受到很大的影响。因此，马华妇女组建议政府每年为60岁或以上的年老公民提供2000令吉的现金津贴。
马华妇女组热切冀望政府将慎重考虑上述惠及妇女和年老公民的建议，并在执行刺激经济配套和指定国家预算案的过程中，将之纳入考量之内，以利惠全民。

Ministry told to watch out for firms laying off women

IPOH: Wanita MCA has called on the Human Resources Ministry to be on the lookout for companies that have laid off women first in the current economic slowdown.
Its chief, Datin Paduka Chew Mei Fun, said the wing had received complaints of companies taking the opportunity to retrench more women instead of men.
“Women who are married or pregnant normally top the list of those retrenched,” she said at a dinner here on Sunday in conjunction with the International Women’s Day celebration organised by the Perak Wanita MCA.
Chew said women should be treated equally to men.
“The Human Resources Ministry should seriously look into gender equality to protect women,” she said.
She also said that as more women tend to be factory workers than men, they were more affected in the economic crisis.

（吉隆坡5日讯）马华全国妇女组主席拿汀巴杜卡周美芬欢迎副首相拿督斯里纳吉提出的建议，私人界及政联公司可以通过公开投标的方式，竞投政府资产及进行发展工程，以增加政府的收入。
她说：“在经济低迷时期，政府增进70亿打拼国家经济，而副首相所提及的公开投标政府资产概念若能够落实，那么政府就能够从中获益，为国家提高收入；但是，政府在行政层面上应该存在绝对的透明化，避免出现任何“上有政策，下有对策”的偏差行为。”
副首相拿督斯里纳吉日前指出，公开投标方式有一些设定条件，私人企业界或政联公司在投标相关发展工程的时候，必须遵守并符合相关条件，而所提呈的发展蓝图亦必须获得政府认同与批准。
“马华公会一直以来，都秉持政府工程应该公开招标的立场；如今，全球经济环境已不容许国家继续固步自封，只有开放的政策才能提高国内各经济领域的竞争力，顺应大时代的趋势发展，让国家经济进步发展。”周美芬如此表示。
“换句话说，政府应该秉持宏观的全民角度，积极纠正存在于土著与非土著之间工程分配的差异现象，并认同国内各族都应有公平竞标的机会，而非沿用封闭式策略面对全球化。”她补充。
最后，周美芬强调政府所建议的公开投标方式竞投政府资产与发展工程，显示政府以更开明态度回应民意，积极带领国家应对金融风暴造成的全球经济放缓危机。
